Job Description

Under direction, leads, oversees, and coordinates assigned programs and projects; may supervise the work of assigned staff and volunteers; implements program goals and objectives; and performs a variety of administrative and professional tasks in support of assigned area of responsibility.  

  • When necessary, responds to the Countty or a Department Emergency Operations Center, or to other field assignments (including Incident Command Posts and County or State facilities) to oversee, coordinate, or participate in preparation, response, and recovery functions;
  • Assists during and after the City’s response to an emergency or disaster in such activities as preparing reports and claims, gathering data for local, state and federal officials, and coordinating emergency and disaster assistance efforts;
  • Assists in the establishment and staffing of a Local Assistance Center which may require coordination with other local, state, federal, and non-profit agencies that provide victim assistance;
  • Assists in analyzing, developing and coordinating programs for County-wide emergency and disaster management;
  • Develops and implements, as directed, emergency and disaster management programs for Countty employees such as non-structural hazard mitigation and disaster readiness;
  • Develops and/or participates in the development of recovery plans after an emergency or disaster; 
  • Identifies needs and coordinates delivery of or conducts emergency and disaster management training, with other County departments as necessary;
  • Develops, conducts, and evaluates tabletop, functional and/or full-scale emergency and disaster management training exercises; 
  • Establishes liaison with other governmental agencies and private agencies for purposes of coordinating exercises, drills and other activities;
  • Prepares written after-action/corrective-action reports and makes oral presentations thereon; 
  • Designs and facilitates After-Action and Improvement Planning meetings;
  • May draft and maintain emergency and disaster management plans, work plans, and procedures, or supervise staff doing such work;
  • Develops emergency and disaster readiness education programs and distributes literature for all sectors of the community;
  • Organizes and/or participates in emergency and disaster readiness community outreach events;
  • Makes presentations to groups requesting information on the County’s emergency operations programs;
  • Responds to correspondence and telephone requests for information from the public and the media;
  • Participates in briefings of local elected officials, visiting officials, and others regarding the County’s emergency and disaster management programs;
  • Analyzes proposed State and Federal legislation for its impact on County emergency and disaster management operations and makes recommendations on County positions regarding proposed legislation;
  • Assists in the preparation of emergency and disaster management related grant applications and related requests for proposals and contracts;
  • Consults with other County departments and other agencies to develop multi-agency approaches to planning, training, and the provision of emergency services.

  • As an Emergency Coordinator, you will be assigned to represent the Department on one or more outside committees, task forces, or working groups responsible for addressing emergency preparedness issues and activities. Your responsibility is to coordinate and advocate on behalf of the Department to ensure Department priorities, concerns, and needs are addressed. What steps would you take to ensure you are fully prepared to represent the Department at these meetings?
  • What steps would you take to disseminate information from these meetings and ensure the appropriate follow-up?
  • Please describe a disaster preparedness program you were involved in developing and your specific role and responsibilities. How did the program fare under an actual disaster or during a disaster exercise?  Given the opportunity, would you do anything differently?
  • An Emergency Coordinator is expected to demonstrate composure and think clearly in an emergency or disaster.  Give us an example of a disaster or emergency situation in which your actions demonstrated composure and clear thinking.
  • One of the responsibilities of the position will be in updating and coordinating the Building Emergency Coordination (BEC) program for our Administration Building which provides for the safe evacuation during a disaster or other localized emergency incident. Please describe the components of an effective BEC program including the roles and responsibilities of key BEC participants and other program support personnel.
  • Please describe steps you would take to ensure building occupants are fully prepared to respond in the event of an evacuation order or other incident.
  • The availability of or the ability to procure emergency supplies is critical during disasters or other emergencies. How will you ensure adequate supplies will be available in the event of an emergency?
  • The County has a zero tolerance policy against sexual harassment.  What is zero tolerance?  What are some of the various forms of sexual harassment?
  • During preparations for an upcoming evacuation exercise, it has come to your attention that several employees on one floor are refusing to participate in the exercise, and several employees on another floor frequently fail to follow the appropriate evacuation routes.  How would you handle the situation?
